Head Start Program Director
Rosemount Center, an early childhood center in the Mount Pleasant neighborhood of northwest Washington DC, seeks a Head Start Program Director to start immediately.
This position reports to the Chief Operating Officer and is responsible for the overall planning, implementation, coordination, evaluation, and ongoing administration of programs. Rosemount Center prepares children and families for their future by providing comprehensive early childhood education and family support programs in a bilingual, multicultural setting. Rosemount is primarily a Head Start Center serving low income, latino families. The Head Start Program Director will
1. Lead and coordinate all program planning for Rosemount Center. Guide the annual self-assessment and development of program goals, to maintain and strengthen innovative programming with an understanding of the diverse population Rosemount serves;
2. Offer vision, motivation, leadership, and oversight to program administrators, classroom teachers, and the home visiting team. Facilitate a collaborative and participatory team-based approach to program development, program management and support the ongoing reflective supervision process throughout the program;
3. Lead the program in implementing new initiatives, including those that are locally and/or nationally identified;
4. Provide leadership in the development of community partnerships with school district, area colleges and universities, and community agencies to enhance services to children and families;
5. Provide supervision and programmatic accountability for Head Start and Early Head Start grants. Develop working relationships with funding agencies;
6. Assure program compliance with District of Columbia licensing standards and National Association for the Education of Young Children (NAEYC) accreditation requirements;
7. Serve as principal liaison with current and prospective families;
8. Work in partnership with the Parent Policy Council to develop, review, and approve or disapprove policies and procedures, budgets, hiring and termination of staff, and program assessments;
9. Coordinate reporting and presentations regarding Rosemount's programs to the respective Boards, as required;
10. Understand the role of the Teachers Union (SEIU) at Rosemount and take part in union negotiations;
11. Promote the best use of technology to program administrators, teachers, staff, children and their parents;
12. Work as part of senior management team and participate fully in activities related to the well-being and advancement of the Center.
Qualifications
- Minimum of a master's degree in education, social services, human services, or related field.
- At least three years management experience in a supervisory role
- Familiarity with early intervention services and family-centered programs.
- Excellent English and Spanish language skills in writing and conversation are necessary.
- Candidates with an understanding of the federal grant process and prior experience and knowledge of Early Head Start, Head Start, ECEAP or similar programs will be given preference.

- Proven success in communicating with various groups: staff, parents, community members, board members, donors, and volunteers.

- Contribute and foster a climate of multicultural understanding and appreciation.
- Knowledge of Microsoft Office (Excel and Word), database management, and outcomes evaluation systems.
- Ability to perform motor and manipulative skills such as typing, word processing, and operating standard office machinery.
- Capable of lifting and carrying supplies up to 30 pounds. Able to bend, climb, and interact with children when needed.
- Ability to identify objects and persons at 20 feet and able to communicate with staff and families during constant background noise.
- Ability to travel to local, state, and national conferences and other meetings as required.
